Historic Ellicott City Flood Workgroup

Howard County Government is continuing its efforts to mitigate the impact of flooding in Historic Ellicott City. The most recent efforts (Phase I) include $2.5 million for flood mitigation projects in Fiscal Year 2016. Possible projects being considered for Phase I include the inspection, design and construction of retaining walls, a flood proofing study and the reformation of a channel under the Tiber Park Bridge.

In conjunction with Phase I efforts, Howard County Government has formed the Historic Ellicott City Flood Workgroup, which is a separate but parallel action. The Flood Workgroup is responsible for overseeing the development, implementation and maintenance of flood mitigation projects to be included in Phase II.

The Flood Workgroup is specifically charged with:

  • Acting on initiatives to reduce flooding;
  • Evaluating priorities and schedules for mitigation/infrastructure improvements in the future;
  • Outreach to the community related to projects and initiatives;
  • Seeking community input and feedback;
  • Seeking opportunities for additional funding sources;
  • Providing community educational opportunities on reducing impact of future flooding not mitigated through the County funded projects; and
  • Work towards possible reductions in FEMA insurance rates
